In order to provide the required employment and training programs throughout its local area, the ECWDB uses a competitive proposal process to select and contract with agencies which have a satisfactory record of past performance, the technical skills to perform the work, and the organization, experience, business, ethics, and fiscal accountability that will ensure the highest possible performance.
