NC Incumbent Workforce Development Program
The purpose of the North Carolina Incumbent Workforce Development Program (IWDP) is to support training that results in either:
Lay-off aversion through skill attainment for employees, or
Lay-off aversion through process improvement that contributes to the competitiveness and productivity of a business.
The North Carolina Commission on Workforce Development and the state’s 24 Local Workforce Boards, established under the Workforce Investment Act, cooperatively administer the Incumbent Workforce Development Program.

There are three opportunities to apply for the 2010 funds.
For the first cycle, applications must be submitted to the Eastern Carolina WDB by 4:00 pm on September 16, 2010. Applications approved by the ECWDB will be submitted to the North Carolina Division of Workforce Development by September 30, 2010. The anticipated date for the Grant Award Announcement is November 5, 2010.
For the second cycle, applications must be submitted to the Eastern Carolina WDB by 4:00 pm on January 17, 2011. Applications approved by the ECWDB will be submitted to the North Carolina Division of Workforce Development by January 31, 2011. The anticipated date for the Grant Award Announcement is March 4, 2011.
For the third cycle, applications must be submitted to the Eastern Carolina WDB by 4:00 pm on May 17, 2011. Applications approved by the ECWDB will be submitted to the North Carolina Division of Workforce Development by May 31, 2011. The anticipated date for the Grant Award Announcement is July 6, 2011.

Eastern Carolina Workforce Development Board Administers the Veterans Initiative Project (VIP)
The North Carolina Department of Commerce and the Division of Workforce Development has awarded the Military Growth Task Force, in partnership with the Eastern Carolina Workforce Development Board, Inc., a grant totaling $900,000 from the American Recovery and Reinvestment Act funds received by the State. This grant award is part of Governor Purdue's JobsNOW initiative and will be administered by the Board.
The Veteran's Initiative Project (VIP) is a result of strategic planning efforts through the Military Growth Task Force to attract and retain veterans and military spouses in Eastern Carolina and will provide training and skill certification opportunities in high demand, high-growth sectors through the region's community colleges to eligible veterans and military spouses.

Eastern Carolina Workforce Development Board Awards Contracts to operate the American Recovery and Reinvestment Act Programs
In February the Eastern Carolina Workforce Development Board, (Board) received notice that federal funds would be forthcoming, as part of the American Recovery and Reinvestment Act (ARRA), to provide employment and training opportunities to low income adults, disadvantaged youth, and dislocated workers. Direction was received from the Department of Commerce, Division of Workforce Development to immediately begin planning programs based upon projected allocations. In April, the Board received its ARRA allocation of $2,775,566.
During their March 5th meeting, the Board approved ARRA contracts totaling $1,550,399 based upon county fair share allocations to operate the Adult and Dislocated Worker programs, which are delivered through the local JobLink Career Centers in the nine-county region. These individuals will receive assistance with tuition, books, supplies, and for some, supportive services, which may include childcare, transportation, etc.
The Board opted to release a Request for Proposals to operate the Summer Youth Employment Program (SYEP). At their May 7 meeting, the Board awarded contracts totaling $947,611 for the operation of the ARRA summer youth programs to serve the nine-county local area.
It has been nearly ten years since the local area has operated a large Summer Youth Program. Through the SYEP, service providers will place nearly 300 youth in entry-level employment at public and non-profit worksites and for some older youth employment at private for-profit business based upon their career interests.
For the most part, the SYEP is a young person’s first exposure to the world of work. The program provides work experience that may not have otherwise been possible. The SYEP offers a unique opportunity to provide a mix of services intended to address the academic and vocational needs of at-risk youth. To be eligible for these ARRA funded youth services, youth must be aged 16 through 24, low income, and meet at least one of six specified barriers to employment.
In addition to summer employment, other activities include academic enrichment activities with an emphasis on career/vocational exploration (incorporating career information on regional high demand sector occupations such as health care, advanced manufacturing, skilled trades, and opportunities in the “green economy”), and work readiness skills training to result in a NC Career Readiness Certificate. Youth may also benefit from tutoring, study skills training, comprehensive counseling and guidance, and adult mentoring.

State of the Workforce Report 2006
The goal of the Eastern Carolina Workforce Development Board State of the Workforce Report 2006 is to share data with business, economic development, government, labor, education, and other community leaders in order to obtain a serious commitment to workforce development. The report includes overall trends for a number of community factors that are relevant to both local and regional labor markets, including workforce supply and demand side indicators, and offers an analysis of the implications these trends have for achieving workforce excellence in the region.

The 2008 North Carolina Living Income Standard
To better inform the debate around work, wages and opportunity, the North Carolina Budget and Tax Center developed the Living Income Standard (LIS), a market-based approach for estimating how much income a working family with children needs to pay for basic expenses. Updated since 2001, the LIS provides a more nuanced assessment than otherwise is available of how much it truly costs to make ends meet in the Old North State.
