NC Incumbent Workforce

Development Program

 The North Carolina Incumbent Workforce Development Program serves the interest of both the State’s employers and their employees by supporting access to high-quality, market-driven education and skill training. Through the program, established North Carolina businesses are provided funding to train current workers in new and/or upgraded skills. The program is designed to benefit businesses by enhancing the skills of employees, thereby increasing employee productivity and the potential for company growth. Training in portable skills results in a more highly skilled and versatile workforce that contributes to North Carolina’s ability to attract new businesses and creates an environment conducive to expansion of existing businesses.

The North Carolina Commission on Workforce Development and the state’s 24 Local Workforce Boards, established under the Workforce Investment Act, cooperatively administer the Incumbent Workforce Development Program.

For more information, the revised application and guidelines are listed below. Please click on the following links to open the files:

Applications must be submitted to the Eastern Carolina WDB by 4:00 pm on the dates indicated below:

First round applications will be accepted by the ECWDB through September 15, 2008. Applications approved by the ECWDB will be submitted to the North Carolina Division of Workforce Development by September 30, 2008. The anticipated date for the Grant Award Announcement is October 31, 2008.

Second round applications will be accepted by the ECWDB through January 12, 2009. Applications approved by the ECWDB will be submitted to the North Carolina Division of Workforce Development by January 30, 2009. The anticipated date for the Grant Award Announcement is March 2, 2009.

Third round applications will be accepted by the ECWDB through May 11, 2009. Applications approved by the ECWDB will be submitted to the North Carolina Division of Workforce Development by May 29, 2009. The anticipated date for the Grant Award Announcement is June 30, 2009.

State of the Workforce Report 2006

The goal of the Eastern Carolina Workforce Development Board State of the Workforce Report 2006 is to share data with business, economic development, government, labor, education, and other community leaders in order to obtain a serious commitment to workforce development. The report includes overall trends for a number of community factors that are relevant to both local and regional labor markets, including workforce supply and demand side indicators, and offers an analysis of the implications these trends have for achieving workforce excellence in the region.

The 2008 North Carolina Living Income Standard

To better inform the debate around work, wages and opportunity, the North Carolina Budget and Tax Center developed the Living Income Standard (LIS), a market-based approach for estimating how much income a working family with children needs to pay for basic expenses. Updated since 2001, the LIS provides a more nuanced assessment than otherwise is available of how much it truly costs to make ends meet in the Old North State.
